Nagpur Municipal Corporation Plans To Invite National NGOs To Sterilize Stray Dogs

After continued failure of Animal Birth Control (ABC) programme in the city, the Nagpur Municipal Corporation (NMC) is now planning to hand over the job to national-level NGOs. The AWBI recognized NGOs will carry out sterilization of stray dogs in the city.

Mr. Gajendra Mahalle, a veterinary officer of NMC said that once the proposal is approved by the standing committee the process will start. The proposal is to set up 5 ABC centers in the city.

“The time limit for carrying out operations will be decided on the number of selected NGOs. NMC will give an average target of dog sterilizations per day to each organization,” he said.

Eligibility criteria for the NGOs

The civic body has laid down eligibility criteria for the NGOs. They should have past experience of performing ABC operations on at least 25,000 stray dogs.

 “All the doctors who will perform the operations must have an experience of 2 years,” Mahalle said.

 According to the proposal, close circuit television cameras will also be installed at the ABC centres. Every single centre will have a sub-committee to monitor the sterilization process.

“Each sub-committee will comprise one NMC zonal official, one animal husbandry official, a technically sound private veterinary doctor, a representative of local NGO, and an animal lover. They have to ensure that the operations are performed effectively and as per the Animal Birth Control Rules, 2001,” said Mahalle.

As per the ABC rules, after operations, the sub-committee will be responsible for releasing and catching dogs from they were caught.

“The private doctor will be asked to verify the stored organs on weekly basis post operations. The committee will be submitting its centre’s report regularly to NMC,” said Mahalle.

AWBI recently directed deputy commissioner of animal husbandry, Pune, to conduct an investigation into sterilization of street dogs in Nagpur after receiving repeated complaints by animal activists about mismanagement of stray dogs in the city.

Recently, responding to a complaint by activist Ankita Shah regarding death of eight puppies due to an attack by a suspected rabid dog, the board has asked the Pune-based commissioner to send a detailed report at the earliest, so it could take further action.

“The board has also sent several complaints earlier regarding the improper implementation of the ABC programme by NMC and cruelty inflicted on stray dogs in NMC animal shelters” AWBI stated.
