A third-year engineering graduate stuck in Ukraine’s military conflict state has refused to leave without his pet dog. Rishabh Kaushik, a student at the Kharkiv National University of Radio Electronics in east Ukraine, claims he has been attempting to complete all documentation and authorizations so that his dog can join him when he is airlifted but has been met with resistance from officials who “keep asking for more and more documents.”

Mr. Kaushik claims he contacted the Animal Quarantine and Certification Service (AQCS) of the Indian government in Delhi and the Indian consulate in Ukraine, but to no effect.
He also alleges in a video posted to social media that he called someone at Delhi’s IGI airport about his dilemma but that the person on the other end screamed profanity at him and refused to comply.
Kaushik is hiding in a bunker in Kyiv’s capital as Russian artillery and cruise missiles pound the city. He needs to emerge from the bunker amid sirens, gunfire, and bombs to keep his dog warm because it is chilly underground. He adopted ‘Malibu,’ a rescue puppy, in Kharkiv last February.
