Two separate incidents of stray dog bite cases reported in the city of Lucknow, U.P.
Incident 1: Neighbors fight over a dog bite
On 10 September, Saturday morning, a youth in Krishnanagar was bit by a pet dog. He filed an FIR against the owner of the pet dog. The pet dog broke free from his leash and bit the 24-year old youth named Pradeep, when he was crossing Traffic Island in Aashiana area on his motorcycle. The owner of the dog, Mr. Surendra Kumar argued that his pet turned hostile because Pradeep was speeding in their direction.
“The two got involved in a brawl,” said officer-in-charge of Krishnanagar police station, sub-inspector Vijay Kumar Yadav.
Mr. Surendra apologized for the pet’s aggression and was ready to pay for Pradeep’s treatment. However, Pradeep refused and submitted a written complaint against Mr. Surendra.
Incident 2: Cop shoots a stray dog
In another incident, sub-inspector Mahendra Pratap Singh, posted in Barabanki and resident of Adarsh Nagar colony near Kamta crossing, shot at a stray dog from his licensed gun on 11 September, Sunday morning. Mr. Pratap was leaving from his when the stray dog bit him, as a reflex action, Mr. Pratap shot at it. The bullet injured the dog and crippled it.
The sound of the gunshot invoked a panic among the locals who alerted the police control room. Station house officer, Mr. Surendra Katiyar said that the locals supported Mahendra and nobody lodged a complaint against him. The dog bite cases were quite common in the area.
“The dog had bitten three persons from the same locality in the past and residents have complained to municipal corporation too,” said Katiyar.
Police took no action against Mr. Mahendra till late Sunday night!
“Shooting an animal is not right and would the city police react similarly if anyone other than a policeman opened fire in a congested locality? Many NGOs are trying to rehabilitate aggressive or violent stray dogs,” said Kamna Pandey, an activist who takes up cases of animal cruelty.
LAWS
A FIR under IPC section 289 can be lodged against a pet owner if the pet animal poses danger to human life or causes grievous hurt. An imprisonment of up to 6 months and a fine of Rs 1,000 can be imposed on the pet owner if found guilty. Similarly under IPC section 429, a person can be imprisoned for five years if he or she injures or kills an animal.
