If you own a pet dog in Chennai and are thinking of leaving it on the street, the Greater Chennai Corporation wants you to think twice, and soon it may cost you heavily if you don’t.
The GCC is planning to impose a fine of Rs 25,000 on residents who abandon their pet dogs. The proposal is awaiting approval at the Corporation Council’s next meeting. Once cleared, the civic body intends to begin enforcing the penalty against owners found dumping their pets.
Why the GCC Is Doing This
Right now, there is no specific fine in place for pet abandonment in Chennai. Officials believe this gap in enforcement is directly contributing to the city’s growing stray dog problem, as pet owners who can no longer care for their animals simply leave them on the streets with no legal consequence.
The GCC has registered 1,15,548 pets across its 15 zones, of which 78,328 animals have been issued microchipped pet licences. The microchip system is significant here. Once an abandoned dog is found and scanned, authorities can trace it back to the registered owner, which would make enforcement of the Rs 25,000 fine considerably more practical.
The GCC received 15,477 complaints about stray dogs in the first six months of this year alone, with Tondiarpet recording the most at 1,869 complaints, followed by Manali at 280.
The Vaccination Push Running Alongside
The fine proposal comes as the GCC also ramps up its anti-rabies vaccination drive. Starting August 11, the campaign begins in Tiruvottiyur, Manali, and Tondiarpet, targeting around 3,000 dogs per day. Over 75 working days, the GCC aims to vaccinate nearly 2 lakh dogs. The drive covers both pet dogs and stray dogs and is free of charge. Last year, the civic body vaccinated over 1.47 lakh dogs under a similar programme.
Over the past six months, the Corporation has also caught 26,498 dogs for animal birth control measures in residential areas.
Part of a Broader Pattern
The abandonment fine is the latest in a series of steps the GCC has taken to tighten accountability around pet ownership in the city. Late last year, the Corporation introduced a Rs 5,000 fine for keeping unlicensed dogs and conducted door-to-door surveys to trace unregistered pets. In December 2025, it went further by banning the issuance of fresh licences for Pit Bull and Rottweiler breeds, citing a rise in attacks on residents, with a Rs 1 lakh penalty for anyone who violates that rule.
The Rs 25,000 abandonment fine follows the same direction: using financial deterrents to push pet owners toward more responsible behaviour.
