Govt. Proposes New Rules To Regulate Dog Breeders

Recently, the Environment Ministry of Forest & Climate Change (MoEFCC) has proposed a draft of new rules that makes mandatory for dog breeders and marketers to register the business. Government believes that this will help control dog breeding centres across the country from bad breeding practices.

New rules to control dog breeding

The new rules known as the Prevention of Cruelty to Animals (Dog Breeding and Marketing Rules, 2017) has prohibited from breeding, owning or housing (for breeding) of dogs and pups without registration. The government has invited suggestions from the public on the Draft Notification for Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules, 2016, within 30 days of the publication of the draft.

Puppy mills have been considered responsible for inflicting suffering on animals due to artificial breeding under inhospitable conditions.

Minister of State (Independent Charge) of Environment, Forest and Climate Change Anil Madhav Dave said, “Till now there were no rules in the country on the breeding, sale and purchase of dogs, and expressed the hope that shops and, sale and purchase of dogs will be made online.”

Tens of thousands of dogs are illegally bred in deplorable conditions without proper medical care. Most often than not unweaned puppies less than two months of age are sold to unassuming customers without any registration or records.
